The City Council is the legislative body of the City. The Council only has authority while acting as a body in a legally convened Council session. The City Council is empowered to adopt ordinances (local laws) and resolutions (authorizing a particular action) and controls the expenditure of city funds. The Council President presides at meetings of the City Council.
